All in which Ambassadors or other public Ministers, or Consuls, sent to the United States by other governments, are parties concerned. All causes which concern the commandeering or detaining of ships at sea, and all which concern crimes committed at sea, or in harbors, or rivers, or in forts and doc-yards, belonging to the United States.
