If the people shall be of the opinion that any of the acts of their rulers have been corrupt, may they meet together to petition, that is publicly to seek that these acts be addressed?
Yes, if they meet peaceably; but if they meet in a riotous or otherwise dangrous manner causing injury to persons or damage to property, then they ought to be prosecuted.
