Has any State the right to set up a monarchical form of government for itself, that is a government where the supreme power is in the hands of a king?

No. At the time of our nation's founding the colonies were all individual republics. The new government they formed for the union of these republics was itself a representative republican model, which would then be enacted in any additional states which would join this union in the future.
