If a person charged with a crime in one State, shall flee from justice into the bounds of another State is he safe from pursuit and trial?

No. If the Governor of the State where the crime was committed applies to the Governor of the State where he has taken refuge, the latter shall cause him to be delivered to the state in which the offense is alleged. This is called extradition.
