Is their a flaw in the Seventeenth Amendment?

The founders designed the House of Representatives to be the House of the People, popularly elected and promoting the welfare of the People. However, Senators were to promote the welfare of the State as a whole, which may differ from the welfare of individual citizens of that State. The popular election of Senators undermines this system of Republican government put in place by the founders.
