Are those who are born inside the boundaries of the United States but whose parents aren't citizens to be considered citizens?

No. Although current laws are often ignorant of the proper interpretation of this Amendment, those born within our borders whose parents are not citizens (such as those children belonging to diplomats or non-citizen legal or illegal immigrants) are not citizens by birth, and must be naturalized in order to become citizens.
