What do these entail?

In a free country under our form of government, every citizen has the right to express his opinions of the character and conduct of our rulers and the laws they enact. For our government to forbid or punish this, would be extremely dangerous to our liberty. If officials chosen by their fellow citizens to rule the state, rule in a foolish or wicked manner, it ought to be made known, that such corrupt officials may be speedily turned out of office. If however the citizens are forbidden to find fault with them without danger of punishment, the wrongful conduct of such officials would never be exposed, and they might continue in power to the great injury of us all. The right to speak our opinions is the freedom of speech; and the right to print them, and publish them for the benefit of others is the freedom of the press.
